[ China Instrument Network Instrument Development ] On September 17, the Mongolian drought remote sensing monitoring system (DroughtWatch-Mongolia) developed by the Air and Space Information Research Institute of the Chinese Academy of Sciences was officially handed over to the Mongolian National Remote Sensing Center. At the regional seminar on the operation of the Mongolian Drought Monitoring System in Ulaanbaatar, Mongolia, Wu Bingfang, a researcher at the Aerospace Information Institute, and Gomboluudev Purevjav, the director of the Mongolian Institute of Meteorology, Hydrology and Environment, signed the transfer agreement on behalf of both parties.

Under the coordination and support of the UN-ESCAP (UN-ESACP) Regional Drought Mechanism, the Wu Bingfang team and the Mongolian National Remote Sensing, supported by the Chinese Academy of Sciences-Center for Space Disaster Reduction Center for Excellence in Disaster Reduction, the Asian Space Disaster Reduction Scientific Cooperation Research Project The center has cooperated in depth and completed the adaptability analysis of drought remote sensing index. It has proposed a multi-index and multi-index Mongolian drought remote sensing comprehensive monitoring model, which overcomes the difficulty of adapting the drought spatial remote sensing monitoring technology to space and space, and the single index cannot accurately describe the occurrence and change of drought. Mongolian continental climate features, custom-made DroughtWatch-Mongolia.
Since 2014, Wu Bingfang team and Mongolia have carried out several joint ground observation experiments. After four years of verification, the accuracy and monitoring capability of the Mongolian drought remote sensing monitoring system has reached the operational requirements, and the drought remote sensing monitoring suitable for the characteristics of drought in Mongolia is realized. In addition, the team actively promoted the localization of the Mongolian system and provided continuous technical support, personnel training and capacity building for the Mongolian National Remote Sensing Center, enabling it to independently carry out drought monitoring and analysis. As a result, the Mongolian National Remote Sensing Center has achieved independent monitoring of the drought in the country, and released the Mongolian National Drought Monitoring Report to provide real-time and dynamic information on drought disasters and changes for the Mongolian disaster prevention and mitigation business unit. The Ministry of Light Industry, the Ministry of Nature, Environment and Tourism have provided important methods and technical support for the management departments to better cope with the drought, and provided a strong guarantee for improving Mongolia's comprehensive drought and disaster mitigation.
The Global Drought Monitoring System (DroughtWatch) developed by the Aerospace Information Institute has continued to carry out drought remote sensing monitoring for more than 20 years. After years of development and upgrading, DroughtWatch has developed into a multi-satellite multi-scale drought remote sensing monitoring system. Through the successful demonstration in Mongolia and the cooperative research and system transplantation with Cambodia and Sri Lanka, the Standardized Operation Manual (SOP) for drought monitoring and early warning in the Asia-Pacific region has been formed, which has become a typical demonstration and main push system for the UN-ESCAP Asia-Pacific drought mechanism.
