By the end of June this year, the total auction revenue was about 1.335 billion yuan, of which, in 2012 and 2013, the bidding index of the license plate was 1 billion yuan, and the bidding income in the first half of 2014 was 335 million yuan.
In the early days of the “Limited Orders”, Guangzhou Municipality has formulated the “Measures for the Management of Bidding Income Funds”. The method will expire at the end of this year. The Guangzhou Municipal Government announced the revised plan on the 7th and launched a new version of the “Measures” (revised draft).
According to reports, after the "revised", the bid income income and expenditure plan must be reported to the Municipal People's Congress for review and approval; the income of the project project is carried over for more than one year, and the project balance funds are collected by the municipal finance. In addition, this time, the application time for energy-saving and new energy small and medium-sized passenger car purchase subsidies has been extended, and the original vehicle has been relaxed for three months after registration for three months.
For the supervision of bidding income funds, Guangzhou introduced third-party performance evaluation measures and announced the expenditures to the whole society. The "Measures" clearly stipulate that before July 1 of each year, the Municipal Traffic Leading Group Office will publicize the implementation of the previous year's auction revenue revenue and expenditure, and accept social supervision. The 2013 annual auction income expenditure was announced on the Guangzhou Transportation Network on June 20.
Yuan Jinxia, ​​director of the Guangzhou Municipal Finance Bureau, said that in 2013, a total of six special funds were selected for third-party evaluation. The evaluation reports were reported to the Municipal People's Congress and published online. The use of bidding income funds is included in the municipal finance to implement the two lines of revenue and expenditure management, and is fully used for urban public transportation.
