Lifting Machinery Regular Inspection Rules

In order to strengthen the management of regular inspections of cranes in use, regulate regular inspections and related management activities, and ensure the quality of regular inspections, this is based on the “Regulations for the Supervision of Special Equipment Safety” and the “Safety Supervision Regulations for Hoisting Machinery”. rule.

Regular inspection refers to the supervision and testing institution for special equipment approved by the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) on the basis of the day-to-day management, maintenance and inspection of self-checking units (hereinafter referred to as inspections). Institutions), according to this rule, the statutory inspections of existing lifting appliances that have been incorporated into the use registration.

This rule applies to periodic inspections of various types of lifting appliances in the Catalogue of Special Equipment promulgated by the General Administration of Quality Supervision, Inspection and Quarantine.

The technical basis of this rule is mainly "Safety Technology Monitoring Regulations for Hoisting Machinery", GB/T3811-1983 "Crane Design Code", GB6067-1985 "Safety Regulations for Hoisting Machinery", and other safety technical specifications and related standards.

The periodic inspection cycle with cranes is as follows:

(A) tower crane, construction lifts, lift easy once every six months;

(B) light lifting equipment, mobile cranes, bridge cranes, gantry cranes, gantry crane 1 per year;

(C) other crane once every two years.

According to factors such as the occurrence of hoisting machinery accidents in each category and the risk degree of hidden dangers, the inspection agency may adjust the inspection cycle with the consent of the special equipment safety supervision agency at or above the provincial level.

The outline of the regular inspection of all types of lifting appliances is shown in Appendix A , and the inspection outline of the forklifts in light and small lifting equipment is shown in Appendix B.

The use unit should have full-time or part-time safety management personnel responsible for the safety management of hoisting machinery, apply for regular inspections to the inspection agency 30 days before the expiration date of the valid term of the hoisting machinery, and provide the inspection agency with the following relevant technical data of the hoisting machinery:

( 1 ) Design documents (including general drawings, main structural drawings, mechanical transmission diagrams, and electrical and hydraulic system schematics);

( II ) Documents such as product quality certification, installation and use and maintenance instructions, supervision and inspection certificates, and relevant type test certificates.

( 3 ) the records of the periodic inspection report and the user's self-checking on a regular basis, the daily use status records, daily maintenance records, operational failures and accident records;

( 4 ) The description of the self-examination before the periodic inspection (or self-inspection report);

( 5 ) The valid supporting documents of the attachments, including lightning protection devices, fire-fighting facilities, etc.;

( 6 ) The rectification and witness data of the issues raised in the last inspection report;

( seven ) special equipment operator certificate.

The inspection agency shall, in accordance with the requirements of these Regulations , formulate inspection implementation details including inspection procedures, inspection flow charts, inspection original records, etc., and their corresponding operating instructions.

After receiving the application, the inspection agency shall arrange the qualified inspectors to carry out the inspection in time according to the agreed time, and each inspection shall have two inspectors holding corresponding qualifications for inspection.

Prior to regular inspections, the use units shall make appropriate preparations. The inspection site shall have the following conditions:

( a ) The site environment and site conditions meet the inspection requirements;

( 2 ) The site shall be clean and tidy, and there shall be no objects, facilities and personnel unrelated to the inspection that affect the inspection of the crane, and a warning sign indicating that the inspection is being carried out on the spot;

( C ) explosion-proof equipment on site, should have good ventilation, ambient air safety test explosive gas or flammable dust material concentration should be lower than the explosion limit of 25 %;

( 4 ) For cranes that require a rated load test, the users should prepare the weights, slings and required personnel for the rated load test;

( 5 ) During the inspection, the use of unit lifting machinery management personnel and related personnel shall be present to assist the inspection work and be responsible for safety monitoring.
